Contracts Engineer - Projects
The Smelter Project has approx. USD 16m worth of civil and concrete work to be executed by site contractors. Therefore, this role requires specific quantity surveying (QS) experience / civil engineering background as it will be essential to check final quantity takeoffs and variations submitted by the construction contractors.
The Contracts Engineer – Projects reports to the Procurement Manager - Projects, works closely with the project team, and plays a critical role in helping the success of the upcoming Copper & Gold Smelter Project with the day-to-day management of Site Contracts required for the Project.
- Update management on the progress of the construction works, checking manning plans and workforce reports submitted
- Complete commercial evaluation of bids received
- Resolution of Contractor variation submissions (including costs, delay damages, back charges etc)
- Review of contractor submitted variations (either lump sum or schedule of rates based), applying quantity surveying methods using quantity surveying software where applicable
- Finalise contract appendices for approved variations
- Management of cash retention and/or contractors’ performance or defects security (e.g. bank guarantees)
- Review of MTO’s and BOQs
- Ensure Contractors follow and implement the EH&S policy of the Company
- Preparation and checking of tender documents (technical and commercial) for site contracts which include but not limited to; civil, concrete, structural mechanical piping (SMP), electrical and instrumentation installation (E&I), water treatment plants, site buildings design and erection.
- Attend and lead contractor kick off meeting
- Complete contractor pre-qualification visits and evaluation
- Contribute to project monthly report
- Closing out of contracts including reviewing of all progress payments, variation requests, final cost and agreed final account (including contract liquidation)
- Assist in identifying contractors who have relevant experience to undertake contractor pre-qualified process for specific site contracts
- Communicate clearly and work closely with all project team members responsible for cost control to ensure all information is up to date and relevant.
- Participate in project meetings with Engineer, Contractors during construction stage and prepare minutes of meetings
- Complete letter of recommendation
- Compile conformed contracts and issue to contractor
- Compilation of notice of award or notice of intent
- Co-ordinate responses to request for information (RFI’s) issued during tender period
- Work with legal department to resolve contract departures
- Comparing cost between actual and forecast/budget to interrogate cost variances together with project management team to understand/explain and rectify the issue.

Qualification
- Cost Estimate Certificate
- Bachelor of Civil Engineering and/or International Business Administration

Experience
- Construction project experience is essential
- 10+ years’ experience in contracts management and contracts administration on major projects
- Civil background preferable
Skills
- Experience with AutoCAD software
- Microsoft Office: advanced skills with MS Excel, Word, and PowerPoint
- Experience with FIDIC Construction Contract terms on large contracts essential
- Essential to have quantity surveying experience, using QS software like BEST or RIPAC
Language
- Excellent command of both spoken and written English and Vietnamese
