Country FCC Oversight and Reporting Assistant Manager – STA (3 – 6 months)

In this role, you will:

Impact on the Business/Function 

• Assist the Country Head of Oversight & Reporting in developing and implementing best in practice standards, and procedures to govern the execution of oversight and reporting in Country 


• Support the secretary of core enterprise-wide FCR governance committees and functional FCR forums (where applicable). 


• Support the delivery of an effective communications strategy for the FCC country team.  


• Develop and maintain a capability to provide the Country Head of FCC with insightful analysis and prioritisation of relevant information. 


• Adopt a proactive approach to the identification of financial crime risk and potential impacts on Country Business Model.


• Ensure that FCC risk steward reports for the Head of FCC to present at relevant Governance Committees provide an accurate and balanced view of the effectiveness of the FCC control framework and escalate material issues on a timely basis. 


• Support the Country Head of FCC, Country Head of FCC Oversight and Reporting, Country Businesses in providing updates to their governance committees that are consistent with the Country Head of FCC's report. 


• Maintain the documents of record of the FCC Risk Steward. 


• Support the Enterprise Wide Risk Assessment in country and assist in delivering the EWRA report to time and quality. 


• Review, provide inputs and challenge to the Country Head of FCC and CEO scorecards.


• Ensure that information is shared across geography and businesses on relevant financial crime risk issues.


• Support the implementation of the global strategy for delivering effective Issues Management governance in the country


• Coordinate and/or support Regulatory Examinations related activities at country level.

Customers / Stakeholders 

• Support the Country Head of FCC Oversight & Reporting in delivering the team obligations and objectives. 


• Build constructive relationships with Internal Audit, Financial Crime to produce and aligned view of risks between second and third line of defence. 


• Collaborate with Assurance Team on the definition and implementation of appropriate monitoring and testing plans.


• Work effectively with principal regulators and industry bodies on FCC matters. 


• Deliver fair outcomes for our customers and ensure our conduct maintains the orderly and transparent operation of financial markets.


• Closely engage stakeholders on all aspects of FCC: including; Regional O&R, FCC LoB, AML, Sanctions, AB&C, risk owners in 1LoD, control owners, BRCMs, Op Risk. 


• Provide support on ORMF and risk analysis when required to Risk Stewards. 


• Communicate deliverables and results to Regional O&R teams and country stakeholders in a clear and effective manner.

• Support the continuing development or transformation of the Financial Crime Compliance operating model to ensure the business operates increasingly effectively and efficiently and is able to deliver HSBC's strategic goals. 


• Support and maintain a robust and efficient control environment across Financial Crime Compliance to ensure good operational, financial and project management and compliance with HSBC policy and procedures, together with early identification and effective resolution of issues that arise.


• Support the implementation and maintenance of a country management information, analysis and reporting framework that supports and informs timely and effective business management and decision making at all levels. 


• Assist with the definition and embedding of policy and governance frameworks across Financial Crime Compliance to ensure quality, effective risk management and regulatory compliance.  


• Be innovative in providing internal Senior Executive and regulatory reporting on complex issues to regulatory authorities on behalf of the Country Head of FCC and Country Head FCC of Oversight and Reporting. 


• Coordinate different aspects of FCC function, and specialist FCC teams (AML, AB&C, Sanctions etc.), towards the common goal of managing FCC efficiently and effectively.

To be successful in the role, you should meet the following requirements:

• Prior experience in one or more financial crime roles. 


• Good knowledge of AML, CTF, AB&C and sanctions, and application to relevant lines of business.


• Relevant experience in the financial services industry, preferably within a large financial institution would be an advantage. 


• Ability to manage multiple issues and priorities and demonstrated judgment and poise in challenging circumstances. 


• Lateral thinker with an ability to interpret and solve complex issues. 


• Excellent communicator (both written and oral) and strong interpersonal and influencing skills. 


• Ability to analyse information and identify potential areas of concern that are fact based. 


• Works well across a diverse team and is willing to assist others as needed. 


• Strong analytical and problem-solving skills.  


• Proactive self-starter with proven ability to meet challenging deadlines. 


• Strong interpersonal skills and experience of working effectively within a large team / collaborating for success.  


• Previous experience of HSBC Group structure, its business and personnel, and culture would be an advantage.
