Mô tả công việc

*Financial Management:
- Direct and monitor the management of cash and other assets to ensure integrity and efficiency of financial resources of USAID LinkSME’s operational needs;
- Conduct weekly and monthly reconciliation of cash and banking records with the project accountants;
- Implement and monitor sound policies regarding liquidity and solvency and take the necessary steps to ensure the financial health of the project;
- Support senior management in preparing, maintaining, and analyzing budgets and preparing periodic reports to monitor actual expenditures against budget estimates;
- Ensure compliance with IESC and USAID policies regarding financial procurement documentation and procedures;
- Ensure delivery of accurate and timely financial reports required by IESC;
- Conduct regular internal review of financial transactions, make written recommendations and implement follow-up actions;
- Oversee financial and accounting systems controls and standards, ensure that financial internal controls are sufficient such that cash management processes are secure, all the data is valid and that financial reporting is reliable, timely and accurate;
- Ensure all vouchers, expense reports, and invoices have proper documentation and have been reviewed/audited by the requestor before payment is issued.
*Procurement:
- Review the Requests for Quotations for goods and services;
- Negotiate pricing, terms, and deliverables with vendors and document the negotiation process;
- Conduct research to locate and identify potential vendors and suppliers both domestically and internationally;
- Monitor Purchase Orders and local subcontracts and work with the project’s technical team to develop and issue modifications as needed;
- Ensure that IESC and USAID procurement policies and regulations are followed.
- Develop and issue Purchase Orders and local subcontracts;
- Support the project’s technical team in developing and issuing Requests for Proposals for technical services;
- Support the project’s technical team in conducting selection committee meetings to review RFP responses and select a vendor;
*Compliance and Ethics:
- Ensure compliance with USAID and IESC regulations, policies, and procedures.
- At all times, ensure that USAID LinkSME is protected against fraud;
- Ensure adequate audit trails; i.e. all relevant paperwork are in place for all transactions;
- Establish or verify the establishment and strict implementation of a sound internal control system;
*Office Management:
- Coordinate with I ESC home office staff to promote positive communication between the project office and IESC;
- Maintain the project registration and operating license documents with PACCOM and apply for renewal as necessary;
- Support in getting visa approval from PACCOM for international travelers;
- Support in obtaining Work permit exemption and visas for expatriates;
- Lead VAT reimbursement process and ensure all taxes are paid properly and on-time;
- Oversee and manage the project’s finance/accounting, procurement, HR, and office management staff.
- Be point of contact for security in emergency situations;

Yêu cầu công việc

- At least 5 years of supervisory experience.
- A minimum of 8 years of relevant experience in a programmatic environment with areas to include contracts, field experience, and at least three years with USAID rules and regulations.
- Bachelor’s degree or its international equivalent in Business Management, Finance, or related field. Master’s degree is preferred.
- Articulate, professional, and able to communicate in a clear and positive manner with clients and staff.
- Work experience providing contractual and financial oversight to USAID-funded projects of similar size and complexity.
- Fluency in written and spoken Vietnamese and English required.
- Demonstrated leadership, integrity, and organizational skills.
- In-depth knowledge of the local operating environment in Vietnam is preferred.
- Maturity, professionalism, positive attitude, and self-motivation.
- Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment.
- Detail oriented, and ability to prioritize tasks and support program implementation while ensuring adherence to required policies and protocols.
