The Centre for Promotion of Quality of Life (hereafter called LIFE) is a Vietnamese non-profit organization established in 2007 under administrative support of Vietnam Union of Science and Technology Associations (VUSTA). LIFE’s portfolio of projects focus on improving the quality of life of vulnerable people and communities. Our team of 40 staff are public health and social science professionals that work with more than five dozen provincial staff to implement a variety of programs funded by local and international donors. Our current portfolio includes interventions in 18 provinces serving community health, especially in HIV, and support for factory workers.
LIFE Centre is currently implementing a USAID funded project “Local Assistance to Develop and Deliver Excellence, Resilience, and Sustainability in Vietnam” (LADDERS). The Activity will help to strengthen Vietnam’s capacity for a sustainable national HIV response through strong and engaged community based organizations.
LIFE is looking for an Information Technology and Systems (ITS) Officer to serve full-time to support the USAID-funded LADDERS project.This position will be based in Ho Chi Minh City. The expected start date is November 15 th , 2022.
Position description:
Provincial CDC. The ITS officer will work closely with the contracted developers and the LADDERS project teams to assure alignment, development, and maintenance of the D.Health application and CHIS. The ITS officer will also be expected to contribute to innovations and supporting initiatives which require information technologies.
Under the direction of the Strategic Information (SI) Manager or the Deputy Chief of Party (DCOP), the ITS officer will work collaboratively with LIFE technical teams to support developments or updates to technologies and software used by LIFE in its monitoring and execution of project initiatives. Specifically, the ITS officer will lead any and all upgrades to the D.Health application (proprietary application under LIFE) to align with key LADDERS strategies. The ITS officer will also be the focal point leading the work on the community health information system (CHIS) in collaboration with the Provincial CDC, USAID/PEPFAR, and other implementing partners, which is a platform for sharing data from community data systems to the provincial data hub hosted by the

Technical ability:
Able to provide support and train others to use information technology systems.
Provide considerations for parameters and expectations with contracting a web/application developer to implement the planned upgrades and to supervise those contracts.
Provide guidance and support for implementing/using technology, software, and developments for improving and upgrading systems.
Able to write documents related to the support and use of these systems (including user guides, manuals, training materials, etc.).
Provide technical and strategic contribution based on Technical and SI team direction to upgrade development plans for information technologies (including D.Health and CHIS) that can be delivered to a contracted web/application developer.
Management ability:
Monitor and support the ITS development and use, as well as completion of tasks and activities using or reliant on information technology systems/tools.
Support and maintenance of the information technologies among key stakeholders and end-users (particularly for those using D.Health and CHIS in the development or live environment).
Able to work collaboratively with multidisciplinary teams to gather the necessary information to optimize development and use of information technology systems.
Monitor the completion of activity/project milestones for the ITS/web/application developer and deadlines in a timely manner.
Able to meet with end-users to gather end-user feedback to support improvements and updates to information technology systems.
Experience with working as/with an ITS/web/application developer, with technical knowledge and background to help troubleshoot ITS and development questions and concerns in a timely manner.
Minimum qualifications:
Experience with USAID and PEPFAR programs is a bonus.
Well-developed written and oral communication skills in Vietnamese required and English, preferred.
Preferred would be candidates with a master’s degree in information technology, web development, digital health, or related fields, and/or commensurate level of expertise and experience.
Ability to travel as necessary.
Bachelor’s degree in information technology, web development, digital health, or related fields, and/or commensurate level of expertise and experience.
Those with experience working in community health, public health, and/or project-based work preferred.
Experience with managing and overseeing work with web/application developers.
Minimum 3 years of relevant work experience, with demonstrated experience in web or application development, database development, ITS support for digital platforms at provincial or national scale, project management, and working with projects or programs related to health, specifically HIV/AIDS. Ability to work proactively and independently with supervision support is preferred.
