Mission of the Department:
The Project Finance Unit serves the PO as the vital link between programmes, donors, and operations. In doing so it facilitates the flow of funds, provides financial management, and applies operational expertise for the effective coordination of projects. Most importantly, the Unit ensures accountability towards donors.
Major Functions:
Responsible for the financial management, planning, and financial overview of WWF projects and programmes ensuring approved policies, procedures and Network and Donors Standards are adhered to with the aim to increase operational efficiencies and effectiveness.
Major Duties and Responsibilities:
Project management
• Responsible for uploading ADI and journal adjustments for assigned projects in Oracle.
• Validates coding of intercompany transactions initiated by the General Accounting Operation Unit as required
• Provide back-stopping service to other GM Finance staff when required
• Actively to provide the update on project financial information to country monitoring tools (c2g, contract incoming database; ……)
• Records, Reviews expenditure of projects and make necessary adjustments
• Performs other duties as required by managers
• Work closely with Finance team of implementing Country office on the periodical financial reports. Prepare and review consolidation reports for transboundary project in accordance with WWF and Donors’s requirements. Ensures timely submission financial donor reports and that they are of good quality.
• Prepares and reviews financial reports to management and donors, ensuring that expenditure is according to approved contractual budgets and donor requirements.
• Responsible for operational and financial administration of projects. Identifies and communicates major funding gaps and recommends best working solutions.
• Provide advice/guidance on finance related matters to project and finance staff of concerned COs.
• Responsible for organization’s payroll and other staff benefit including review, record, reallocation and reconcile to ensure that all are complied with Swiss GAAP requirement
• Monitors and reconciles funding awards and designated project bank accounts as required.
• Liaises with donors on project financial management as and when required.
• Support in audit of assigned projects (audit planning, coordination of audit field work, review draft report and coordinate with concerned CO for management response)
• Provide orientation to staff to help them understand WWF administration systems, policies and procedures when required
• Responsible for cash flow management of assigned projects (reconcile and transfer sufficient fund to implementing COs based on CO budget/forecast and call for funds from project donor(s)
• Ensures adequate cost recovery from restricted funding for GM Hub.
• Responsible for contracts management for assigned projects.
• Ensures all agreements with partners, 3rd party contracts and payments for projects in charged are processed in a timely manner in accordance with WWF policies and procedures. Monitor GM out-going contract system, ensure all contracts are updated correctly and timely.
• Manage project financial planning for assigned projects, including development of proposals, budgeting, development and drafting of contracts, and monitoring contractual compliance and progress, all in accordance with WWF and Donors’ policies and procedures. Works closely with Project Managers/Directors and Finance team of related implementing Country Offices on the development of budget for new proposals and project budget management during the entire project’s life.
• Ensures the implementation of WWF standards and best practices.
• Provide support in CO audits as required.
• Ensure the process of month, quarter and year-end close is completed in line with WWF procedures and timeline: assigned TB account reconciliation and adjustments, TB review
• Prepare for all payments under GM-Hub
• Responsible for calling of funds and entering related revenue in Oracle. Make any adjustments as required
Reporting
• Support AP Hub Finance manager in providing data for management reports when required.
• Responsible for providing input for Consol-pack: Outgoing Grant and quarterly FER accrual.
• Work closely with Project manager for providing input of project spending estimation to Budget/Forecast.
• Provide input of GM-Hub data to Paccom Report, submit to WWF Viet Nam
