Senior Procurement Officer

POSITION PURPOSE
Execute and control purchasing activities in Ad-hoc requests from Business Users in compliance to the procurement policy & procedures and procurement KPIs.
AREAS OF RESPONSIBILITY
- Define internal needs, analyze market conditions, and implement procurement strategies to ensure supply and price competitiveness and improve business user satisfaction under company policy & procedures.
- Drive continuous improvement for BUV procurement through trend reporting analysis and metrics management. Propose and execute new innovative, entrepreneurial ideas, practices, processes, and system.
- Maintain collaborative relationships with suppliers and internal partners while effectively resolving supplier performance/capability issues to ensure alignment with Company direction.
- Execute and oversea sourcing requests and purchasing strategies that fully meets the needs of internal business users with scouting, price, delivery, and quality management etc.
- Develop “win-win” strategies that place BUV at advantageous position while maintaining sustainable business with suppliers. Continuous develop new suppliers, maintain a strong supplier pool.
- Preparing source selection and other supporting documentation, preparing supplier contract, and reviewing contract deliverable.
- Perform other duties and responsibilities as assigned by Manager.
- Aggressively negotiate absolute best commercial terms and conditions including price, payment term, added value, warranty, quality delivered…
- Identify, evaluate, and select suppliers. Maintain a supplier database and track supplier usage, quality, and responsiveness.
- Identify potential risks to have prompted action plans and conduct market analysis to update price trend as well as sourcing trend for cost & delivery improvement.

COMPETENCIES (knowledge, skills, and abilities)
Essential
- English communication proficiency in reading, writing, listening, and speaking
- Experience in Multi-national company.
- At least 4 years of experience in a similar role, and experience in procurement for CAPEX (construction, IT equipment) and/or sales and marketing (M&E/Project, office supply, merchandise, furniture, printing items, …)
- Bachelor’s degree, Major in Commercial, Economics, Business administration, etc.
- Able to do multi-tasks and prioritize tasks consistent with business objectives
- Computer literacy in MS Office Application (Word, Excel, Power Point…)
Desirable
- Experience with ERP system is preferable
- Familiar with international education industry preferred
- Others: Proven relevant procurement and strategic sourcing experience; Proven negotiation skills
