ROLE PURPOSE
One of the four strategic programs in the current Country Strategy of Plan International Vietnam (PIV) from 2020 to 2025 is the “Skills, Opportunities and Youth Economic Empowerment (SOYEE)” that contributes to the achievement of the strategic objectives of the strategy. The program supports a big number of projects and portfolios that need to be effectively delivered. PIV therefore needs a person to hold the position of Technical Lead to provide technical supports to staff and partners in delivering the program. The position is part of the technical team, and be accountable for program quality assurance and program development.
DIMENSIONS OF THE ROLE
The position is fully in charge of leading the technical know-how in soft/life skills and vocational skills of the organisation, with focus on YEE for girls and youth in ethnic minority and urbanised areas of Vietnam.
The main dimensions of the role include:

• Provide technical support to program staff in delivering the strategy
• Develop and lead technical strategy in line with the Country Strategy (CS)
• Be responsible for fund raising for the technical area
• Contribute to Communications in order to position Plan as the technical lead in the sector (In cooperation with Communications Department)
• Design of project models (concept papers) that contributes to the program
• Develop key advocacy themes for the sector and lead it

Vulnerable and excluded children, and particularly girls and young women receive the education and skills they need to succeed in life and make a decent living

Together with the team, the Technical Lead of SOYEE needs to contribute to making sure that vulnerable and excluded children, adolescents and young people – particularly girls and young women – are protected from all forms of violence and the gender dynamics that drive it.

ACCOUNTABILITIES
• Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) and Security policies and procedures, Risk management are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Specific responsibilities and accountabilities include the following:
Strengthen Evidence Based Programs
• Advocate for the voices of children and youth to be heard in PIV’s programming and that they are involved in decisions on PU activities that affect their lives
• Be responsible for research to build evidence of issues related to the programmatic areas and to disability inclusion and gender transformation
• Help PIV to exercise greater influence at the National level.
• Provide information and data about the sector as requested
• Ensure that PIV has sufficient technical supports and understanding of program logic related to PIV strategic objective
• Study policies and legal frameworks in the sector in order to advise PIV with practical recommendations for choices of programmatic interventions and development of advocacy strategy
• Develop, coordinate and disseminate the sector approach, program logic (Theory of Change), models and best practices
• Monitor the progress against achievement of the strategic objective and program outcomes of YEE in the CS
• Ensure that program and project designs in alignment with CS’s strategic priorities.
• Prepare a National report reflecting on lessons learnt and best practice examples
Project Development and quality management
• Develop appropriate project models, with clear guidance, for application at community level
• Lead the development of concept note and project proposal
• Make sure projects in SOYEE are developed in compliance with Program Quality Policy Procedures (PQP), with the Code of Conduct and with the Child Safe Guarding (child protection) policy
• In times of emergency, take part in joint assessment and provide technical support to disaster responses as directed by line management.
• Technically review for approval of documents (e.g. baselines, designs, proposals, evaluations) as per the agreed business process
• Developing and pre-testing culturally relevant communication materials to ensure effective and efficient program delivery, including facilitating behaviour change, where necessary
• Provide technical sector assistance in assessments, baseline and end-line study of projects
• Engage PUs and communities/partners at early stage of designing project models
• Assist donor visits and participate in donor visits when necessary
Provision of Technical Support to the PUs and Partners
• Conduct monitoring assurance visits to PUs implementing Projects and provide in the field technical consultation as requested
• Assist the PUs to promote Civil Society engagement in development
• Support to strengthen assessment, design and implementation and monitoring
• Provide technical support to the PUs and partners in implementing projects
• Develop and deliver training to PUs’ staff to enable them to deliver accountable, evidence based, quality interventions
• Develop guidance for the PUs to prepare annual plan with clear budgets, monthly cash flows and -annual program reports
• Analyse gaps in institutional capacity of partners and PUs and help them fill these gaps
Innovation and ICT for Sustainable Youth Empowerment and Socio-economic Development
• Promote ICT in helping prepare youth with the skill sets to find employment, or to be entrepreneurs.
• Develop and support digital innovation for youth economic empowerment approaches in Vietnam.
