Project Officer on Coal Transition

The Project Officer will be at the forefront of Viet Nam’s coal transition, coordinating high – level meetings, building strategic networks, and supporting national and international knowledge exchange. Working within GIZ’s Energy Cluster and the IKI JET global consortium, the Project Officer will help drive practical solutions for a just and inclusive energy future.
Main responsibilities and tasks:
· Representing the interests of the IKI JET project and GIZ in national and international forums, in close coordination with the line manager and the IKI JET global team.
· Designing and supervising technical studies related to coal transition, including preparation of terms of reference and management of consultant assignments;
· Facilitating workshops, seminars, and capacity- building activities for national and regional partners;
· Building and maintaining networks with key stakeholders, including MOIT (Department of Oil, Gas and Coal and Electricity Authority of Viet Nam), TKV, EVN, PVN, and subnational actors in coal regions such as Trà Vinh and Quảng Ninh;
· Preparing policy analyses, reports, and knowledge products such as technical policy briefs and case studies;
· Monitoring and reporting on project activities at both the country and regional level;
· Supporting interregional peer exchanges, study tours, and communities of practice within the IKI JET network;
· Coordinating the JETP Sub- Working Group of MOIT on Coal Transition in cooperation with Denmark’s DEA, UNDP, and the UK;
· Acting as GIZ’s policy and knowledge lead on coal transition, ensuring alignment of activities across projects and clusters;

Minimum requirements:
· In- depth knowledge of Viet Nam’s coal sector, green economy and just energy transition landscape, including established networks with key public and private stakeholders;
· Willingness and ability to travel nationally and internationally.
· Excellent technical writing and communication skills in English; German language skills are an advantage;
· Proven experience in multi- stakeholder engagement and facilitation of policy dialogue;
· At least 10 years of relevant work experience in the management of regional economic transformation, climate change, or sustainable development projects in international cooperation, advisory, or consulting services;
· Expertise in at least two of the following areas: sustainable infrastructure, green finance, regional economic development, coal economy/mining/power, energy transition, social security, labour market policies, or green fiscal policy;
· Proficiency in Microsoft 365 and strong report- writing and editing skills;
· Ability to work independently, proactively, and deliver high- quality outputs within deadlines;
· Experience in working with MOIT, TKV and related stakeholders in the coal sector;
· Master’s degree in economics, regional development, social sciences, engineering, finance, or a related field relevant to just energy transition;
· Strong networking and relationship- building abilities, ideally with an existing network in the fields of green economy, just energy transition, or climate policy;
