POSITION SUMMARY
The Chemical/Fuel Leader is responsible for the overall safe, reliable and efficient management of the power plant water chemistry and related issues in accordance with industry standards, environmental standards, regulation OEM recommendations, and plant procedures and compliance to environmental standards, regulations and guidelines for all plant systems and emissions, and also responsible for managing the O&M contractor for coal handling system. He coordinate activities with other plant departments.
PRIMARY RESPONSIBILITIES
Prepare one- year, three- year, and five- year Operational plans and budgets, integrating operational activities with the Maintenance Plan and perform other duties as assigned by Chemical/Fuel Manager.
Conduct and coordinate stack emission monitor testing for certification.
Understand combustion chemistry including excess air, mass and heat balance, and theoretical performance.
Prepare periodic reports and perform other comparable and related duties as assigned.
Organize and develop strategies on environmental considerations including but not limited to; spontaneous combustion, compacting of coal, coal yard utilization, plant operating guidelines, coal movement and coal spacing, unloading, reclaiming operation considering weather conditions.
Coordinate with Instrument & Control team for repair or adjustment of emission monitoring field devices.
Review and assess emission readings with recommendations for immediate corrective action when required.
Manage the O&M contractor of Coal Handling System and supervise the operation of Coal Handling System during unloading, reclaiming, sampling and blending operations while managing contractor to ensure consistent improvement of coal plant operations, to guarantee continuous improvement of plant reliability, efficiency and availability.
Develop, implement and direct the policy, procedures and practices for the safe and efficient production and treatment of all plant water systems, including raw water, cooling water, boiler feedwater and waste water.
Support to prepare reports on environmental compliance issues as appropriate, or required by community and local laws.
Identify opportunities to make process improvements that could increase production or reduce operating costs while maintaining the highest standards.
Communicate with the Maintenance Department by means of a work request to ensure that equipment malfunctions affecting water quality, receive prompt maintenance.
Understand wastewater chemistry and effluent environmental impact.
Provide engineering recommendations to maintain of emission control device performance to original design level.
Ensures that all Chemical/Fuel personnel are adhering to safety and environmental regulations and facility policy.
