Job Description:
The Chief Operating Officer will be responsible for managing key operations for the University of Sydney Vietnam Insttitute (SVI), including the safety and security of multiple facilities and staff across different office locations, with the authority to delegate this responsibility to staff members and service providers to ensure smooth operations in the SVI&039;s offices across Vietnam.
Additionally, the Chief Operating Officer will be responsible for managing engagement with the University of Sydney key stakeholders in Australia to support effective operations, the management of key operational controls to minimise risks and oversight of the SVI&039;s supply chain and logistics activities. The role is accountable for the successful maintenance and operation of the SVI&039;s technology architecture, with the University of Sydney&039;s ICT team and in- country IT provider responsible for delivery of these activities.
Duties and Responsibilities:
Strategic leadership and management support
Implements and provides strategic advice on the application of the SVI’s policies and procedures.
Provides strategic advice on the administrative services, policy and resources needed to support goals and strategic priorities,
Operational and administrative management for research programs and activities
Manages and coordinates operational activities and administrative services involved in the implementation of SVI’s research programs,
Manages the effective implementation of administrative, policy and general resources needed to support the research programs and activities facilitating the integration of best practice systems and approaches,
Reviews and manages contracts with service providers, partners, and consultants.
Directs the development, implementation, and ongoing enhancement of operational systems and processes for the SVI,
Management of technology architecture
Works with the IT service providers to implement updates, new technologies and processes to improve efficiency and productivity ,
Ensures that the IT systems are reliable, secure and compliant with polices and regulations.
Oversees the SVI’s IT infrastructure in collaboration with the SVI’s IT provider, including hardware, software and networks,
Develops and implements IT strategies and policies that align with the University of Sydney’s standards in conjunction with the University of Sydney ICT team in Australia,
Utilisation and deployment of resources (including assets) for SVI’s workplaces in Vietnam
Manages the efficient utilisation and deployment of resources to support the execution of strategy, research activities and the delivery of events for the, ensuring the optimal allocation of financial resources, capital inventories, people and information technology,
Responsible for the establishment of mechanisms to review and continually improve process and services in place at the SVI.
Communications and relationship management
Manages effective and collaborative relationships with the University of Sydney key stakeholders, service providers and external partners.
Ensures that effective collaboration can take place between staff in different workplaces,
Governance and control and key compliance requirements for SVI’s offices in Vietnam
Ensures that effective and required governance procedures are followed across workplaces, including operational planning and management.
Manages the implementation of sound governance protocols, ensuring that policies, procedures, as well as legislative requirements are followed and adopted appropriately,
Effective financial management support and reporting
Oversees the implementation of policies, procedures and delegations of authority in relation to operational expenses within the work areas,
Provides support to the Executive Director with the development of SVI budgets, forecasts and financial reporting,
Manages and monitors budgets and expenses across projects.
Risk management and occupational safety and labour hygiene
Conducts risk assessments and prepares risk reporting,
Ensures compliance with the laws on occupational safety and labour hygiene in workplaces, and continuously monitors and evaluates.
Plans, designs and implements the management and mitigation of risks that threaten the efficient and effective execution of the strategy or research activities within the SVI,
Key Relationship: Direct report to Executive Director of the University of Sydney Vietnam Institute
Job Level: Level 7- Senior Manager
Contract Duration: One (01) year appointment, with consideration for subsequent extension based on performance and funding availablity.
