INTRODUCTION
Tetra Tech is seeking a Community Outreach Specialist to provide part time support for outreach activities on the Dioxin Remediation at Bien Hoa Air Base Area Project. The Outreach Specialist will develop a community engagement and outreach program for the project and facilitate implementation of the program. The objective of the community engagement and outreach program is to increase community awareness of the project activities and status, along with other messages required during various phases of the project.
Position Purpose:
Develop, coordinate, and facilitate the implementation of a targeted community engagement and outreach program aimed at keeping community members informed of the project activities, treatment technologies and remediation strategies, and overall progress of project work; dispel rumors and misinformation; and instill trust about the project through transparency, and provide a means to collect and address concerns from community members.
Key Responsibilities:
• Facilitate consensus- building session(s) with key project stakeholders to gain concurrence and support for the outreach plan and approach.
• Develop a detailed community outreach plan tailored to the needs of the dioxin remediation project, incorporating messaging, communication methods, engagement strategies, and other elements necessary to develop a comprehensive plan.
• Design the outreach plan and develop messages and strategies in coordination with GVN project stakeholders, ensuring consensus with the specific messages and approach.
• Develop a tool to evaluate and measure the effectiveness, reach, and impact of the Outreach activities; the evaluation level of effort must be within a reasonable level of effort and cost effective for the project.
• Coordinate with environmental remediation Tetra Tech subject matter experts (SMEs) and project personnel during the developing and implementing the plan.
• Coordinate and support the implementation of the outreach plan in collaboration with project team and stakeholders.
• Monitor and report on the progress and effectiveness of outreach activities, recommend adjustments as necessary to optimize outcomes.
Deliverables:
• Implementation progress reports summarizing outreach activities on a Quarterly basis.
• Community Engagement and Outreach Plan document in two phases: 1) framework for consensus meeting and 2) detailed plan with messages, strategies, and action plan to deliver.
• Stakeholder concurrence meeting report include decisions and action items from consensus meetings.
Agreement Details:
Location: Bien Hoa City in Dong Nai Provence. Remote work arrangements, either fully remote or hybrid considered.
Start date: around October 1, 2025
Reports to: Chief of Party
Status: Part- time consultancy/employment agreement
End date: around April 30, 2028 (depending on an annual review, project needs, and client approval)
