ITECO is a joint venture company between Vietnam and partner JAPEX – Japan, is operating in the field of Oil and Gas, headquartered in Ho Chi Minh City. Currently, ITECO and partner JAPEX- Japan are jointly investing and developing the Northern LNG terminal project in Nam Dinh Vu industrial zone, Hai Phong city to supply LNG to the domestic market. Scale of phase 1 project is over 3000 billion VND.
(c) Responsibility Pre- EPC Award:
• Assist completion of risk assessment and risk mitigation plan, including identification of suitable capital costs contingency.
• Assist agreement of PMC&CS contract.
• Agree post- EPC award construction team recruitment plan, such as resourcing plan, and costs with the project owner (“Company”).
• Assist development of Project execution plan, which includes controls for the different project phases, such as engineering, procurement, construction and commissioning.
• Clarify the roles and responsibilities for among EPC contractor, PMC&CS and the Company, and define the communication protocol among them.
• Agree internal decision- making procedure for change order and other cost related issues with the Company.
• Assist negotiation of EPC contract with selected bidders to obtain the favourable terms and conditions at an agreeable project cost and schedule.
(d) Responsibilities Post- EPC award:
• Manage EPC contractor to define, plan, select and enter into contract agreements with construction / service companies and suppliers, at competitive terms and conditions under the prevailing market environment.
• Manage PMC&CS activities for EPC contract execution in terms of performance and quality assurance, HSSE compliance.
• Supervise accurate and comprehensive project progress and EPC contractor’s works with the aim of delivering project to the Company’s desired quality within agreed cost and contracted schedule in the best interests of the Company.
• Review and comment on EPC contractor’s plans for design and execution to ensure seamless completion of EPC contract. Also, manage EPC contract disputes and negotiation of settlement of claims made by EPC contractor or the Company.
• Regularly updating the project risk assessment for presentation to the Company, based on proactive identification, mitigation and management of all project risks, including technical, cost, schedule and reputational risks.
• Regularly and timely formal report EPC contract execution status to the Company. Also, maintain open and two- way communications with all stakeholders.
• Ensure timely correspondences among EPC contractor, PMC&CS and the Company within reasonable and scheduled periods to avoid schedule delays to project execution or claims for extra costs.
• Maintain good interfacing between EPC contractor and other relevant stakeholders, particularly the operations team and third parties, including other contractors, utility providers, government authorities, neighbours, consultants etc.
• Manage the change orders to EPC contract, and recommend any required drawdown of contingency.
• Ensure and uphold the highest standards of safety and environmental performances both in design and construction in accordance to the Company’s policies and expectations. Also, ensure that the project complies with all applicable laws, regulations, codes and standards.
