[HCM - SHELL Quận 1] Senior Buyer (>2 years experienced) - Khối Nhà máy

Senior Buyer manages tail spend, operational & tactical contracts, Enterprise Framework Agreements (EFAs), call-off agreements, multi category sourcing, post award contract management and Trading House contracts.

· Strategically manage tail end spend by working in close coordination with Construction Management (CM), Downstream (DS) CP & Business colleagues.

· Maximize value from Operational & Tactical Contracts and implement Fixed Asset (FA) and Category Contracts.

· Work with Trading House CP Focals to optimize spend through Trading Houses.

· Ensure continuity of supply through managing ad-hoc business requirements in accordance with tail spend management principles.

· Work with various customers, and stakeholders within various Shell Businesses, Functions, to execute Category Management commercial work plans, assuring supply of contracts at market competitive terms and conditions, as well as delivering value through Bottom Line Impacts.

· Deliver substantial value to Shell Businesses and Functions

· Contracting and procuring services as well as developing and managing local agreements under the direction of the Procurement Managers / Senior Procurement Managers as appropriate

· Applying leading edge supply chain management techniques

· Applying supply/value chain analyses and modeling

· Scoping local projects, and analyzing CP business requirements and external market dynamics

· Developing and executing commercial contract strategies as well as operationalizing and commercially managing operational agreements

· Execute Group Contract Management process for assigned operational contracts

· Ensure all commercial activity is fully aligned with the Global Category Management commercial strategies and Tail spend principles

· Manage one-off Purchase Orders; Operationalize selected FAs.

· Reduce/rationalize number of Contracts/Suppliers.

· Deliver end-to-end cost savings impacting Royal Dutch Shell (RDS) bottom line.

· Lead specific projects as assigned by Procurement Manager, Senior Procurement Manager, Global Operations Delivery Manager.

·         University Graduated of Procurement/ Supply Chain/ Business Administration or relevant diploma

·         Over 2 years of experience as Buyer.

·         CIPS Certification is an added advantage (certificated by Chartered Institute of Procurement & Supply).

·         English: Advanced (speaking fairly with foreign direct manager).

·         Very good negotiations skills.

·         Experienced with ERP systems.

·         Ability to make decisions and execute with support of stakeholders.

·         Strong analytical skills and ability to work independently.

·         Very good commercial sense and understanding of procurement.

·         Demonstrate a sound understanding of the Group CMCP (Contract Management and Contract Practice) process and commercial contract management technique.

·         Ability to play the leading role to lead project team or contract team to deliver the contracts or projects.
