JOB PURPOSE:
Develop and implement government affairs plans to advance company’ business objectives and address identified threats and opportunities.
Lead government affairs program and activities for company affiliate to support the company’s interests and policy priorities, including specifically as it relates to engagements with governments and other stakeholders on public policy challenges and initiatives.
Will work in an integrated manner with key internal functions to ensure the Company’s government affairs efforts support business objectives across the organization.
The position exists to protect patient access to existing assets and ensure optimal access of high cost pipeline assets navigating a complex, challenging and dynamic environment in Vietnam and find new ways to operationalize access of existing products by defending them from access treats.
Maintain strong relationships with decision-makers and enhance corporate reputation in the country.
JOB DESCRIPTION:
Market Access:
Identifies opportunities to enhance patient access leveraging knowledge of the Pricing, Reimbursement, Funding and Procurement mechanics of the local health care system(s) (processes, evidence needs and guiding regulatory and legal principles etc.)
Driving Optimal Access Through Intimate Knowledge of AVN HTA System
Leverages understanding of how local health system(s) fit into wider market archetypes (on global, regional and national levels) based on underlying system principles (i.e. type and nature of payer; sources of funding; approach to health technology appraisal) to adapt local market access strategies
Anticipates power shifts between stakeholders and develops scenarios to capture the wider implications of these changes to healthcare systems and pharmaceutical product access. Based on multiple scenarios develops contingency plans and informs cross functional team
Market Access Strategy & Strategic Pricing and contract strategy
Develops long term strategy to ensure patient access to marketed products in a sustainable way putting team in position to have a strong platform to react to unexpected government events (e.g price negotiation, tender regulations.
Develops three-year and one year Strategic Action Plans with perspectives on trends and directional changes related to government policy on funding, listing and reimbursement of products. Includes monitoring product launches by competitors and how they might shift the performance trend lines. Shares high level insights with cross-functional business partners as well as regional and global team members.
Manages current products receiving new indications, having new clinical data on efficacy and safety and identifies tendering opportunities and challenges across product life cycles. Develop and operationalize with relevant other functions appropriate gross to net tactics and develop, implement innovative access programs for high cost products.
Builds and maintain important payer and relevant government stakeholder relationships (including government officials and payers) to facilitate discussions on company pipeline assets using locally relevant payer argumentation to effectively communicate product value to impact positive access decisions. Builds and implements necessary payer engagement strategy
Applies understanding of fundamental principles underpinning pharmaceutical industry pricing access product lifecycle (e.g. Value based pricing, Market Based pricing) and ability to make recommendations to business on selection of appropriate approaches
Government Affairs:
Maintain a thorough understanding of legislative and regulatory processes, and complete situational awareness of the political, legislative, and regulatory landscape
Maintain strong relationships with government policymakers in executive and legislative branches, their staff, as well as provider organizations and patient advocates
Maintain business acumen, including awareness of specific issues that could affect company on market and in pipeline portfolio
Develop strategic and tactical plans to address identified threats and opportunities
Lead or actively participate in coalitions with appropriate external allied stakeholders
Develop and maintain strong working relationships with key opinion leaders and allied stakeholders as necessary to support business priorities and objectives
Lead or participate in relevant cross-functional teams to solve problems and identify novel, practical solutions to policy needs and changes
Participate as an integral member of relevant local and regional trade associations

Apply leadership experience to inspiring, effectively leading without authority. Builds a culture for the cross functional team members that display a strong patient centric culture aligning with the broader culture of the organization

Quantitative Dimensions:
Develop strategies to support key business functions to help advance business goals
Departmental operating budget
Provide information to relevant internal parties on new and existing legislation and regulations that may affect target market.
This function impacts access of company’s pipeline, new launch products and optimizes the access of existing products and as a result has important impact on sales, marketing, medical and other support functions.
Interact with key stakeholders including partners and internal departments
Legal/Compliance:
Works with Ethics and Compliance to manage expectations of both internal and external stakeholders regarding what Market Access can and cannot do
Maintain up-to-date knowledge of local regulatory guidelines, and Company SOPs and recognize situations that require legal/compliance input and seek guidance as appropriate to ensure adherence to compliance in all areas of operations.
