Role Overview:
• The Head of Programme Development (Youth) has the responsibility to provide overall vision and leadership for AAV’s youth engagement programmes and projects. He/she facilitates the core team of staff and partners responsible for planning, design, fundraising, and delivery of the programmes and projects in Vietnam and ASEAN region.
• Other authorities are stated in the Delegation of Authority Framework (DAF).
• The HPD reports and represents the youth engagement programmes and projects to Strategic Executive Team (SET) and project steering committees. She/he manages the consortium, and represents AAV to government stakeholders, donors, and other partners.
Role Accountabilities:
Strategy
Take lead in tracking new trends and good practices in development programming, developing new initiatives, projects, and programs towards achievements of ActionAid Vietnam’s commitments in its prevailing Country Strategy Priorities (CSP).
Governance
Thoroughly understand and fully comply with the decision- making processes and accountabilities of the organization.
Take lead in the reflection process, provide recommendations, and improve the system, policies, procedures, and process.
Actively contribute to building a healthy, transparent, and just governance in ActionAid Vietnam.
Provide input and advice to the Executive Director and Program Director for reporting at board meetings.
Fund Raising
Provide technical inputs to the design and delivery of AAV’s resource mobilisation plans.
Identify program funding gaps, new funding opportunities, and develop concept notes and proposals to ensure a sustained and diversified funding base for the youth engagement programmes and projects.
Enhance donor relationship through donor visits, reporting, networking, and other purposive engagements.
Organizational Culture Embrace
Facilitate the development of the youth engagement programme/project guidance, manuals, hand- on experience documents to related stakeholders.
Lead trainers/facilitators in capacity trainings, inductions, coaching, etc. for communities, staff, and partners to deliver AAV’s youth engagement programmes and projects.
Engage in human resources management to enhance organizational culture through recruitment, line staff performance management, on- the- job induction, training, review, coaching, mentoring, and advice to supervised staff and ensurethey are appropriately motivated and trained and that they fulfil their responsibilities to the required standards.

Operations
2 Coordinate communication and advocacy campaigns and events.
In charge of networking and screening to identify partnership opportunity for follow- up.
Ensure guidance, review, and approval of partners’ programme concept,proposals, work plans and budget, fund requests, narrative reports, and financial reports.
Others: Deliver other tasks assigned by line manager.
Partnership Management
Establish and maintain partnership MoU, agreement contract with new and existing partners.
4 Ensure stories of change are collected in quality and timely manner to promote ActionAid&039;s website and social media sites.
Be accountable to related stakeholders for the programme/projects.
Research and Advocacy
Coordinate the completion of youth engagement programme/project reports to ensure AAV’s commitments with donors, partners, government agencies and other related stakeholders.
Lead technical direction and strategy development and ensure an integrated vision across components.
Identify issues and risks related to youth engagement programme/project implementation in a timely manner, conduct appropriate programme adjustments and/or escalate appropriately.
Take lead in developing AAV’s partnership strategy and plans.
Facilitate the development and implementation of annual technical work plans and oversee the performance of the projects in line with set objectives, outcome, workplan and budget.
Conduct regular field level visits to programme/project areas to provide support and supervision, and guide programme implementation.
3 Facilitate staff and partners to ensure timely release of position statement, policy briefs, research reports, and other essential publications for campaigning and advocacy.
1 Take lead in research and advocacy work for evidence- based advocacy.
