Programme Officer on Digitalisation and Disaster Risk Management “D-Risk”

Main responsibilities:
· Responsible for providing inputs to PR/communication, knowledge management and M&E;
· Ensuring close and effective cooperation and communication with relevant partners and stakeholders at national and provincial level during the implementation of the activities;
· Ensuring that the activities are implemented in compliance with GIZ rules and regulations.
· Acting as technical focal point for digitalisation in climate and disaster risk management;
· Cooperating and advising in a multidisciplinary team working on climate and disaster risk management and financing;
· Advising the Ministry of Agriculture and Environment, the Ministry of Finance, and provincial authorities on the use of digitalisation including digital applications, tools and databases;
Minimum requirements

Good teamwork and interpersonal skills;
English proficiency;
Digital affinity and experience in developing and/or applying digital technologies and tools, preferably related to water, disaster risk or financing instruments;
Ability to travel frequently if required.
Capability to accompany and supervise multidisciplinary consultant teams;
Good knowledge and understanding about disaster risk management and financing in Vietnam, including existing regulatory basis and institutional capacities;
At least 5 years of professional experience in digital transformation, IT system development, or digital solutions for organisational management;
Proven- working experience with and having good working relationships with governmental, ministerial, and provincial partners on digitalisation, climate and disaster risk management, public asset management, financing, insurance or related topics;
Master’s degree in Information Technology, Computer Science, Data Management, or Remote Sensing and GIS, Water Management, Disaster Risk Management or related/relevant fields;
Strong understanding of digital systems, database structuring, and information management platforms;

Good communication and strong interpersonal skills
Experience in a technical field is an advantage;
Service- oriented and proactive working style
Very good command of English and Vietnamese (both spoken and written), German language skills are an additional asset
Willingness to travel
Team work ability, dynamic, self- management, and interest in development work
Minimum of 5 years of relevant professional experience in a comparable position;
Good working knowledge of telecommunication systems (phone, e- mail, internet) and computer applications, particularly MS- Office
Experience in the vocational education and training and labour market sectors is an additional asset.
Bachelor’s Degree in electronics, semiconductor technology, or a related discipline.
