The Project Operations Manager for Programme Priority 1 (POMPP1) is responsible for development and implementation of programmes/projects in the areas of sustainable aquaculture, agroecology, agroforestry, disaster risk reduction, and climate change adaptation and mitigation. As the budget holder for assigned Local Rights Programmes (LRPs) and/or national partner’s program/project, the POMPP1 has delegated authority to review and approve programme plans, budgets, fund requests, and financial and narrative reports, ensuring compliance with approved frameworks, donor requirements, and organizational policies. Additional authorities and decision- making powers are defined in the Delegation of Authority Framework (DAF).
Role Overview
[I] Programme and project management
• Ensure integration of gender equality, human- rights- based approach (HRBA), and climate- resilient community development principles across all project activities.
• Lead the planning, coordination, and implementation of assigned programmes and projects under Programme Priority 1 (PP1), ensuring alignment with ActionAid Vietnam’s Country Strategy and donor commitments.
• Facilitate coordination between Local Rights Programmes (LRPs), national partners, and relevant departments to ensure effective delivery and synergy of interventions.
• Manage project cycles from design to completion, including activity planning, budgeting, implementing, monitoring, learning and reporting.
• Provide technical guidance on sustainable aquaculture, agroecology, agroforestry, disaster risk reduction (DRR), and climate change adaptation and mitigation.
• Supervise and mentor LRP staffs and partners to strengthen their operational capacity and ensure adherence to organizational standards.
[II] Financial oversight and compliance
• Support internal and external audits by providing timely and accurate documentation and follow- up on audit recommendations.
• Review and endorse project budgets, fund requests, procurement plans, and financial reports in line with approved work plans and funding agreements.
• Ensure compliance with donor requirements, ActionAid’s financial policies, and relevant national regulations.
• Monitor budget utilization, identify variances, and ensure corrective actions are taken promptly.
• Act as budget holder for assigned LRPs and projects, ensuring effective financial management and accountability.
[III] Partnership and capacity strengthening
• Facilitate capacity- building initiatives for partners and local stakeholders in areas such as climate- resilient livelihoods, disaster preparedness, and environmental governance.
• Provide technical and managerial support to partners in project planning, implementation, and reporting.
• Build and maintain effective partnerships with LRPs, government agencies, civil society organizations, and community groups to ensure quality programme delivery.
• Promote participatory approaches and ensure that community voices, particularly those of women and marginalized groups, are reflected in programme planning and decision- making.
[IV] Monitoring, evaluation, and learning
• Conduct field visits to assess implementation quality, compliance, and community feedback.
• Oversee monitoring of project progress and ensure regular data collection against agreed indicators.
• Document lessons learned, best practices, and success stories to inform future programming and advocacy.
• Consolidate reports from LRPs and partners into coherent programme updates and donor reports.
• Ensure evidence- based decision- making and continuous programme improvement.
[V] Fundraising and resource mobilization
• Contribute to identifying new funding opportunities relevant to Programme Priority 1 themes.
• Design and development of concept notes, proposals, and budgets for donor submission.
• Maintain regular communication with donors, partners, and networks to strengthen collaboration and visibility of ActionAid’s work.
• Provide technical inputs to ensure proposals reflect contextual relevance, sustainability, and community- based approaches.
