Responsibility
• We are seeking a motivated and detail- oriented Senior Purchasing Executive to join our Property Management team. As a Senior Purchasing Executive, you will lead technical and outsourced services procurement for office building and shopping centre operations (≈80%) with administrative and process ownership (≈20%). Drive vendor selection, commercial negotiations, and contract/PO execution with speed, accuracy, and compliance, focusing on MEP systems, facility services, and OPEX/CAPEX materials. This is a manager- track role with expected promotion based on KPI delivery within 6–12 months;
• Build and manage a qualified vendor base for MEP, soft/hard services, spares, and consumables; run RFQ/e- bidding with a three- quote policy and a documented sole- source exception process.

• Strong process discipline & speed: ability to compress contract and PO cycle times while keeping quality and compliance, and proven negotiation track record and contracting experience with service providers and equipment suppliers.
• Negotiate and establish favourable terms and agreements with suppliers, prospect and conduct on- going market intelligence to identify and develop new suppliers as per the Company&039;s needs (price trends, substitutes, new suppliers), propose cost- down and value engineering options.
• This position will in charge of all activities of procurement and operations support to the company&039;s project(s).
• Liaise with relevant departments (i.e., Engineering, Accounting, Purchasing) and subcontractors (i.e., cleaning, security, pest control, landscaping, technical maintenance vendors) to ensure proper and efficient operation of the property; co- ordinate with in- house lawyer and accounting department to maintain standard templates (Service Agreement, SLA, PO T&Cs, addenda) and ensure proper approvals.
• Collaborate with internal teams to understand procurement needs and specifications. Prepare purchase orders and ensure accuracy in terms of quantity, specifications, and pricing. Coordinate and supervise contracting and uphold the company policy of 3 quotations required; Resolve any supply, quality, or delivery issues promptly. Track and expedite orders to ensure on- time delivery.
• Supplier audits, EHS/PCCC documentation, insurance/indemnity knowledge, and exposure to framework agreements/MSAs, rate cards, penalty/SLA design.
• Assistant to the Property Management team in operational activities and stay updated on market trends, new products, and suppliers in the industry. Assist in developing and implementing procurement strategies to optimise costs.
