*Job Summary
- The position is responsible for providing all needed support for the completion of business development projects.
The incumbent shall be overall responsible for providing technical expertise in all activities related to due diligence, engineering, and construction projects.
- He/she should be able to develop professional relationships with our external business partners and stakeholders while facilitating coordination, collaboration, and negotiation activities with them.
*Accountabilities
The incumbent is accountable for:
• Preparation and submission of necessary regulatory and compliance report to local authorities and AES corporate office.
• Development of periodical reports relating to the projects as required by the project owners, Lenders, and local authorities
• Completion of all requirements in compliance with regulatory or global standards
• Project Monitoring and support to developmental activities.
*Key Result Areas
Liaison to external business partners and stakeholders
• Prepare and Liaise for the company with the business partners and stakeholders in compliance with the requirements set forth
• Responsible for project coordination, liaising with partners, lenders, and various state and statutory agencies.
• Lead role in preparing the applications and following up on the project and corporate permits and licenses.
• Identify appropriate permits and licenses to be secured for a specific business development project.
• Ensures adherence to the guidelines set forth by the regulatory and/or global in relation to specific BD undertaking requirements
• Present him/herself as AES representative at meetings with business partners.
Compliance with the technical specification
• To provide necessary inputs and assumptions for financial models of projects.
• To engage the Owner&039;s Engineer for an undertaking feasibility study for greenfield projects and supervise their works.
• To engage Environment Consultant for undertaking EIA study for greenfield projects and supervise their works.
• To select fuels for gas power projects and develop fuel specifications.
• To prepare a technical section of the bid proposal for bidding IPP projects and provide all technical advice to the Project Development Team.
• To prepare functional specifications for Power Purchase Agreement (PPA).
Assistance to Engineering & Construction
• To support Engineering and Construction team to prepare a Request for Proposal (RFP) for international competitive bidding for the selection of an Engineering, Procurement, and Construction Contractor (“EPC Contractor”) for the Project.
• To prepare the scope of works and technical specifications for various technical advisers/consultants and to monitor their works and review their reports.
• To support Engineering and Construction team to negotiate and finalize the EPC Contract and Technical Specifications for the Project.
• To support Engineering and Construction team to evaluate EPC bids and shortlist EPC bidders for selection of the preferred EPC Bidder.
• To provide the necessary support to the Project Development Team to resolve all open technical issues related to new greenfield power projects.
• To select the Owner Engineer, finalize their scope works for the Project, and monitor their works.
• To review reports prepared by lenders’ engineers and respond to queries raised by lenders’ engineers on various technical issues.
Support the Development Team on M&A activities such as technical & commercial due diligence activities.
Other duties and responsibilities that may be assigned on an as-needed basis.

* Job Specifications / Competencies
• Strong language skills in Vietnamese, English
• Good knowledge, experience, and skills in project negotiation, coordination, and public relations in a multi-culture environment.
• Must be willing to assist in all aspects of development with a positive attitude
• Interpersonal, written, analytical and quantitative skills
• Capable of building a relationship with appropriate networks
• Detail-oriented and self-motivated high achiever with ability to multi-task, commitment to producing high-quality work, and facility to learn complex material
• Self-starter with strong organizational skills and the ability to work well in a team in a relatively unstructured work environment with little supervision
• Ability to perform duties in a collaborative working environment
• Five to ten years of work experience in project coordination, and technical management preferably in power generation.
• Bachelor’s degree in a related field ( i.e. technical / engineering)
• Highly proficient in Word, Excel, Outlook & PowerPoint and proven ability to learn new software programs
• Knowledge of project permitting issues and processes
