JOB SUMMARY
The Facility Civil Engineer is responsible for planning, supervising, and executing all civil related maintenance and construction activities at the factory. This position manages Facility Civil Technicians, ensuring safe, high- quality, and timely completion of civil works such as building repairs, flooring, walls, waterproofing, and renovation jobs. The engineer provides technical guidance, prepares work scopes and BOQs, coordinates with vendors and internal teams.
KEY RESPONSIBILITIES AND AUTHORITIES
Daily Management
- Provide on- site technical instruction and ensure technicians follow correct procedures.
- Lead and supervise Facility Civil Technicians during daily inspections, repairs, and construction activities.
- Support manpower planning, working schedule, and task prioritization.
- Allocate workload, monitor performance, and ensure assigned tasks meet quality, timeline, and safety requirements.
Technical Responsibilities
- Supervise and verify contractor works related to civil items (doors, brickwork, concrete, painting, flooring, waterproofing, glass, etc.).
- Prepare scope of work, technical specifications, BOQ, and cost estimation for civil projects.
- Review drawings, shop drawings, method statements, and contractor documents.
- Ensure all work meets engineering standards and internal requirements.
- Identify defects, propose solutions, and execute corrective and preventive actions.
- Conduct regular inspections of all civil- related facilities (buildings, floors, walls, ceilings, drainage, manholes, structures, epoxy floor, ESD epoxy floor, etc.).
Coordination
- Coordinate closely with internal departments (Production, QA, EHS, Security) to support operations.
- Work with vendors for site surveys, clarification, quotation, and execution. Participate in site meetings and communicate expectations clearly to technicians and contractors.
Safety, Compliance & 5S
- Maintain good 5S and housekeeping in all civil work areas, ensuring tools, materials, and work zones are properly organized.
- Conduct risk assessments and ensure appropriate control measures before work begins.
- Monitor contractor safety performance and stop unsafe actions immediately.
- Ensure all civil activities strictly follow company safety rules, PPE requirements, and regulatory standards.
Reporting
- Submit daily/weekly maintenance reports and project progress updates to the Facility Supervisor.
- Promptly report abnormalities, risks, or safety concerns
- Record material usage and repair history.
